Notice from the Anhui Provincial Food and Drug Safety Committee Office, Anhui Provincial Department of Education, and Anhui Provincial Food and Drug Administration on Seriously Studying and Implementing the Spirit of the National Video and Telephone Conference on Strengthening Food Safety Management in Schools

　　City- and county-level food and drug safety offices, education bureaus, and food and drug administration bureaus:

　　On May 25, the Office of the State Council Food Safety Committee, together with the Ministry of Education and the State Food and Drug Administration, held a national teleconference on strengthening the management of food safety on campuses in Beijing. Leaders from the State Food and Drug Administration and the Ministry of Education attended the conference and delivered important speeches. Relevant departments such as the Provincial Food and Drug Safety Office, the Provincial Department of Education, and the Provincial Food and Drug Administration participated in the meeting at the Hefei sub-venue. The relevant spirit of this teleconference is available on the website of the State Food and Drug Administration. The Provincial Food and Drug Safety Office has collected and compiled the audio materials of the meeting and burned them onto CDs, which were sent to cities and county-level administrations under the direct jurisdiction of the province. The following requirements are put forward for learning and implementing the spirit of the national teleconference on strengthening the management of food safety on campuses:

　　1. Further enhance awareness. The Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, and the Provincial Government attach great importance to food safety. Food safety in schools and surrounding areas has always been a top priority in food safety supervision. In recent years, under the strong leadership of the Provincial Party Committee, the Provincial Government, and the Provincial Food and Drug Safety Committee, various levels of food and drug safety offices, education, and food and drug administration departments across the province have carried out a large amount of fruitful work. However, we must clearly recognize that the food safety situation in schools remains severe, and the level of food safety management still lags behind the eager expectations of the people. Students are the "sun of our tomorrow." Campus food safety is related to the future of the motherland, national hopes, and social stability. All levels and relevant departments should fully understand the significance of strengthening the management of food safety on campuses, carefully organize relevant personnel to study the spirit of this teleconference, and earnestly implement the spirit of the meeting to achieve outstanding results in welcoming the successful convening of the 19th National Congress of the Communist Party of China.

　　2. Further increase supervision efforts. All levels and relevant departments should, according to the work deployment of this teleconference and in conjunction with the thorough implementation of the "Opinions on Further Strengthening the Food Safety Work in and Around Schools" (皖食安委办〔2016〕36号) jointly issued in July 2016 by six departments including the Provincial Food and Drug Safety Office, the Provincial Comprehensive Governance Committee, the Provincial Department of Education, the Provincial Public Security Department, the Provincial Department of Housing and Urban-Rural Construction, and the Provincial Food and Drug Administration, as well as the relevant requirements of the "Notice on Carrying out Summer School Canteen Food Safety Inspections" (皖教秘〔2017〕284号) issued by the Provincial Department of Education in May 2017, conduct a joint and comprehensive inspection of all schools and kindergartens within their jurisdiction in the near future. The inspection should focus on whether the schools (including kindergartens) have complete licenses and whether the systems for checking incoming goods, obtaining certificates and invoices, and food sampling are properly implemented, ensuring that no loopholes or blind spots are left and that the inspection is not perfunctory. Especially as the college entrance examination approaches, food and drug supervision and education departments at all levels should also focus on strengthening supervision and inspection of school canteens and surrounding food businesses at the 2017 college entrance examination sites to ensure food safety on campuses in our province.

　　3. Further strengthen coordination and cooperation. Food and drug safety offices at all levels should fully play their leading and coordinating roles, promptly report the main spirit of this teleconference to the responsible comrades of the same level government, and further strengthen the organizational leadership of the work; relevant departments at all levels should work closely together to form a joint supervision force. At the same time, they should also strengthen the link between law enforcement and criminal justice and severely crack down on illegal and criminal activities that endanger food safety in schools.

　　4. Further strengthen publicity and education. Food and drug safety offices, education departments, and food and drug administration departments at all levels should further implement the requirements of the "Notice on Doing a Good Job in Food Safety Entering Campuses" (皖食安委办〔2016〕27号), jointly issued by the Provincial Food and Drug Safety Office, the Provincial Department of Education, and the Provincial Food and Drug Administration in June 2016, and carry out in-depth activities on food safety entering campuses. They should closely integrate the implementation of the relevant spirit of this teleconference with the activities of food safety entering campuses and food safety publicity week this year to create a good social atmosphere.

　　  In the near future, relevant provincial departments will conduct a special inspection of food safety work in and around schools in various places, focusing on the implementation of the spirit of this teleconference and the above three documents.
