On May 15, 2017, the General Office of the Anhui Provincial People's Government issued the "Anhui Province 2017 Key Work Arrangements for Food and Drug Safety", requiring all municipal and county people's governments, and various departments and directly affiliated institutions of the provincial government to earnestly implement it.
Anhui Province 2017 Key Work Arrangements for Food and Drug Safety
To fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, Fifth, and Sixth Plenary Sessions of the 18th Central Committee, to thoroughly implement the important speeches of General Secretary Xi Jinping, especially the important speeches during his inspection of Anhui, and to earnestly implement the decisions and deployments of the Party Central Committee, the State Council, and the Provincial Party Committee and Provincial Government on food and drug safety, in accordance with the requirements of "the four strictest," strengthening the prevention at the source, strict management of processes, and risk control and supervision measures, continuously improving the province's food and drug safety governance capabilities and security levels, promoting supply-side structural reforms and the construction of a moderately prosperous society in all respects, the following arrangements are made for the key work of food and drug safety in 2017:
I. Strengthening Food and Drug Safety Legislation and Standard System Construction
Implement food and drug safety laws and regulations, and carry out relevant work on the enforcement and supervision of the "Pharmaceutical Administration Law of the People's Republic of China" (various member units of the Provincial Food and Drug Safety Committee and the people's governments of various prefecture-level cities and counties are responsible). In accordance with the legislative procedures, promote the promulgation of the "Anhui Provincial Food Safety Regulations" (Anhui Provincial Food and Drug Administration and Provincial Legislative Affairs Office are responsible according to their respective responsibilities). II. Conducting Source Governance of Edible Agricultural Products
Implement the "Anhui Provincial Work Plan for Soil Pollution Prevention and Control", and launch a detailed investigation of the soil pollution status (Provincial Environmental Protection Department and the people's governments of various prefecture-level cities and counties are the leaders, with the Provincial Department of Finance, Provincial Department of Land and Resources, and Provincial Agricultural Commission cooperating). Deeply carry out actions to protect and improve cultivated land quality and promote the action to tackle agricultural non-point source pollution. Increase the intensity of scientific cultivation and breeding technology training to guide farmers to use pesticides, veterinary drugs, chemical fertilizers, feed, and feed additives legally and scientifically. Continue to carry out special rectification actions for edible agricultural products, strengthen the management of the safe interval of pesticides, focus on governing the illegal use of highly toxic and restricted pesticides and the hidden addition of prohibited pesticides, vigorously promote the system of designated operation and real-name purchase of highly toxic pesticides, and strictly prohibit the use of highly toxic pesticides in the production of vegetables, fruits, tea, and Chinese herbal medicines. Deeply promote special rectification of livestock and poultry quality and safety, and crack down on the use of "lean meat powder" and banned veterinary antibiotics, illegal purchase and slaughter of diseased and dead livestock and poultry, private slaughter, and water-injected meat. Strengthen the management of the safe withdrawal period of veterinary drugs, implement the management of veterinary prescription drugs and the two-dimensional code traceability system for veterinary drugs. Deeply promote special rectification actions for the quality and safety of aquatic products, focus on governing the illegal use of malachite green and nitrofuran drugs in fish such as snakehead and mandarin fish, strengthen the source control of prohibited drugs, and actively promote healthy aquaculture (Provincial Agricultural Commission is the leader, with the Provincial Health and Family Planning Commission, Provincial Food and Drug Administration, and Provincial Communications Administration cooperating). Actively promote the construction of export food and agricultural product quality and safety demonstration areas (Anhui Entry-Exit Inspection and Quarantine Bureau, Provincial Agricultural Commission, and Provincial Department of Commerce are responsible according to their respective responsibilities).
III. Strict Full Process Supervision of Food and Drug Safety
Implement daily inspection and supervision and spot-check responsibilities, promoting standardized inspection forms, systematized spot checks, and gridded responsibilities. Thoroughly investigate hidden dangers in the production and operation process, conduct publicized spot checks, disclose information, and hold individuals accountable, exposing illegal and non-compliant enterprises to force food and drug producers and operators to assume their primary responsibilities. Deeply implement risk-based tiered supervision of food and drugs, explore the promotion of a "risk-based tiered supervision + double random" model, accelerate the risk-based tiered assessment, strictly adhere to the grading standards for classification, and implement categorized inspections. Adhere to a problem-oriented approach, continuing to strengthen daily supervision around "one major and three minor, three key areas". Conduct inspections of the food safety production standardization systems of liquor and dairy product production enterprises. Strengthen the supervision of edible agricultural product sales and accelerate the establishment of a market access system that is linked to the origin-based approval of edible agricultural products. Carry out the creation of trustworthy vegetable and meat supermarkets, and urge the operators of edible agricultural product wholesale markets and online third-party platforms to implement food safety management responsibilities. Supervise pharmaceutical and medical device production and operation enterprises to strictly implement GLP, GCP, GMP, GSP, and other quality management standards (under the responsibility of the Provincial Food and Drug Administration). Strengthen the supervision of food-related product production enterprises and continue to carry out monthly activities for the concentrated governance and rectification of food-related product quality and safety (under the responsibility of the Provincial Quality Supervision Bureau). Strengthen the quality and safety system construction of the "trustworthy grain and oil" supply network (under the responsibility of the Provincial Grain Bureau). Promote the implementation of the Import Food Source Tracing Action and the Export Food "One Standard, Two Markets" Action (under the responsibility of the Anhui Entry-Exit Inspection and Quarantine Bureau). Conduct continuous in-depth special rectifications targeting issues such as adulteration, counterfeiting, brand infringement, and false advertising in the production and sales of food, drugs, medical devices, and cosmetics that have drawn strong public complaints (under the responsibility of the Provincial Food and Drug Administration, Provincial Administration for Industry and Commerce, etc., according to their respective functional divisions). Continuously conduct special rectification actions in key areas such as rural food markets, rural collective gatherings, schools and surrounding areas (including kindergartens and preschool institutions), tourist attractions, highway service areas, and nursing homes; key varieties such as liquor, dairy products, seasoned noodles, traditional Chinese medicine drink pieces, sterile and implantable medical devices; and key links such as retail (chain) pharmaceutical enterprises (under the responsibility of the Provincial Food and Drug Administration, Provincial Department of Agriculture, Provincial Department of Education, Provincial Administration for Industry and Commerce, Provincial Health and Family Planning Commission, Provincial Commission of Economy and Information Technology, etc., according to their respective functional divisions). Implement the Food Safety Improvement Project for the Catering Industry, vigorously advocate "open kitchens" for catering service units, strengthen the management of systems such as incoming goods inspection, raw material control, and environmental sanitation, and implement the primary responsibilities of catering units for quality and safety management. Strengthen the supervision of online food ordering and promptly investigate and deal with illegal business activities in online food ordering (under the responsibility of the Provincial Food and Drug Administration). Strengthen the supervision of food salt safety during the transition period of salt industry reform and jointly carry out special rectifications of food salt safety (led by the Provincial Salt Administration Bureau, with the cooperation of the Provincial Food and Drug Administration, Provincial Public Security Department, etc.). Strengthen the supervision of halal food and edible forest product safety (under the responsibility of the Provincial Ethnic and Religious Affairs Committee, Provincial Forestry Department, and Provincial Food and Drug Administration, according to their respective functional divisions). Deepen the reform of the "two-invoice system" for public hospital drug and device procurement, ensure policy implementation, include the implementation of the "two-invoice system" in spot inspections and daily supervision checks, and ensure that the "two-invoice system" reform achieves real results (under the responsibility of the Provincial Food and Drug Administration and Provincial Health and Family Planning Commission, according to their respective functional divisions).
IV. Strengthening Food and Drug Safety Risk Prevention and Control and Emergency Response
Organize and implement the provincial food safety risk monitoring plan and increase the intensity of risk monitoring and assessment. Promote information sharing on risk monitoring, assessment, and supervision and spot checks among departments and regions, strengthen the reporting and consultation and analysis of risk monitoring results, and effectively prevent systemic and regional risks to food safety (led by the Provincial Health and Family Planning Commission, with the cooperation of the Provincial Food and Drug Administration, Provincial Department of Agriculture, Provincial Quality Supervision Bureau, Provincial Grain Bureau, Anhui Entry-Exit Inspection and Quarantine Bureau, etc.). Conduct routine monitoring (risk monitoring) and supervision and spot checks on agricultural product quality and safety, strengthen the reporting and release of monitoring and spot check results, and urge regions with prominent problems to increase rectification and law enforcement efforts (under the responsibility of the Provincial Department of Agriculture). Thoroughly investigate and identify food and drug safety risks and weaknesses in supervision, establish a risk analysis and judgment system, and address risks in their infancy. According to the principle of four-level linkage, reasonably coordinate and scientifically allocate national, provincial, municipal, and county planned spot-check tasks. Conduct special spot checks on seasonal foods, foods with concentrated problems found in spot checks and monitoring, and foods that have attracted social attention and media focus. Improve the risk warning communication system, and promptly release food safety spot-check information, risk warnings, or consumer advice. Continue to carry out quality spot checks of drugs, medical devices, and cosmetics (under the responsibility of the Provincial Food and Drug Administration). Strengthen emergency management, strictly implement the reporting system for major sensitive information, conduct various emergency drills and training, strengthen public opinion monitoring, and properly handle emergencies (led by the Provincial Food and Drug Administration, with the cooperation of relevant member units of the Provincial Food and Drug Safety Committee). Promote the Import Food Safety Assurance Project, strengthen the supervision of high-risk and high-attention import foods, and improve the effectiveness of inspection and quarantine. Further strengthen the supervision of food safety at ports, strengthen the supervision of the safety of imported and exported edible agricultural products and feed, and conduct risk monitoring (under the responsibility of the Anhui Entry-Exit Inspection and Quarantine Bureau).
V. Promoting the Transformation and Upgrading of the Food and Drug Industry
Deeply implement the agricultural standardization strategy, adhere to the orientation of quality, safety, and green development, highlight the development of agricultural product processing and staple food processing industries, vigorously implement the "three products" strategy, which mainly involves increasing varieties, improving quality, and creating brands, promote the production of edible agricultural products according to standards, steadily develop "three products and one standard" (pesticides-free agricultural products, green food, organic agricultural products, and agricultural product geographical indications), support new agricultural operators in applying for "three products and one standard" certification, and continuously improve the total volume and quality of "three products and one standard" (led by the Provincial Department of Agriculture, with the cooperation of the Provincial Grain Bureau, Provincial Quality Supervision Bureau, and Provincial Food and Drug Administration). Seriously implement the national policies for promoting the healthy development of the food industry, and promote the structural adjustment and transformation and upgrading of the food industry in the province (under the responsibility of the Provincial Development and Reform Commission and Provincial Commission of Economy and Information Technology, according to their respective functional divisions). Strictly implement the industrial policies of the dairy industry and further strengthen industry management (under the responsibility of the Provincial Commission of Economy and Information Technology). Accelerate the reform of the drug and medical device review and approval system, promote the consistency evaluation of generic drugs, promote pilot research on traditional Chinese medicine formula granules, encourage medical device enterprises to conduct research and development, and improve the quality of medical device products (led by the Provincial Food and Drug Administration, with the cooperation of the Provincial Development and Reform Commission, Provincial Commission of Economy and Information Technology, Provincial Department of Science and Technology, Provincial Health and Family Planning Commission, Provincial Department of Finance, etc.). VI. Severely Crack Down on Illegal and Criminal Activities Related to Food and Drugs
Maintain a high-pressure deterrent posture, severely punishing illegal and criminal activities related to food and drug safety. Crack down on illegal additives, exceeding the scope and limits of additive use, abuse of agricultural and veterinary drugs, counterfeiting and selling fake products, and illegal slaughtering. All illegal acts related to food and drug safety should be legally pursued, and information about those punished should be made public. Establish and improve the information release system for major illegal and criminal cases to control product and social risks, and better protect the public's right to know (the Provincial Food and Drug Administration, the Provincial Agriculture Commission, the Provincial Public Security Department, etc., are responsible according to their respective duties). Strengthen the connection between administrative law enforcement and criminal justice, improve the mechanisms for transferring suspected criminal cases and exchanging information, and address difficulties in collecting evidence, transferring cases, and achieving convictions in food and drug safety crimes, as well as issues such as funds for testing and identification, issuance of testing conclusions, and handling of related products (the Provincial Political and Legal Affairs Committee and the Provincial Food and Drug Administration will take the lead, with the Provincial Agriculture Commission, the Provincial Public Security Department, etc., cooperating). Implement joint inspections and prosecutions, and continue to carry out special case supervision activities targeting crimes that endanger food and drug safety (the Provincial Procuratorate, the Provincial High Court, the Provincial Food and Drug Administration, the Provincial Agriculture Commission, and the Provincial Public Security Department, etc., are responsible according to their respective duties). VII. Strengthen Food and Drug Regulatory Capacity Building
Implement the "Anhui Province's 13th Five-Year Plan for Food and Drug Supervision and Management Development", and strengthen the assessment and evaluation of the plan's implementation (the Provincial Food and Drug Administration, the Provincial Development and Reform Commission, and the people's governments of various prefecture-level cities are responsible). Strengthen the capacity building of grassroots food and drug safety and agricultural product quality safety regulatory and technical institutions, promote the standardization of office space, law enforcement vehicles, and law enforcement equipment, and local governments should allocate necessary funds for standardized construction. Continue to consolidate and deepen market regulatory system reform, and promote the downward shift of the focus and resources of food and drug supervision. IX. Promote Social Co-governance of Food and Drug Safety
Strengthen publicity on food and drug safety, conduct effective public opinion supervision, and create a good public opinion environment (the Provincial Party Committee Propaganda Department is responsible). Hold the "Provincial Food Safety Publicity Week" activities to showcase the achievements of creating food and drug safety cities, agricultural product quality safety counties, and food safety model counties. Cooperate with the Provincial People's Congress Standing Committee to carry out the "Food Safety Jiang Huai Trip" activities, organize "Safe Drug Use Month" and other publicity activities, and increase the publicity of food and drug safety laws, regulations, and popular science knowledge (the Office of the Provincial Food and Drug Safety Committee and the Provincial Food and Drug Administration will take the lead, with relevant member units of the Provincial Food and Drug Safety Committee cooperating). X. Strictly Implement the Food and Drug Safety Responsibility System
All localities must regard strengthening food and drug safety as a major political task and a public safety issue. Principal officials must take personal responsibility, ensuring that regulatory work has responsibility, positions, personnel, and means, and supporting regulatory departments in fulfilling their duties. The food and drug (food) safety committees at all levels should fully utilize their unified leadership and the coordinating role of their offices to strengthen the overall coordination of food and drug safety work, and improve risk communication and situation assessment mechanisms (under the responsibility of the people's governments of each prefecture-level city and county).
