Notice on the Work of the 2018 Provincial Pharmacy Intermediate and Junior Professional Qualification Examination

　　Food and Drug Administration of Anhui Province, HR and Social Security Bureaus of various cities, relevant provincial and central government units stationed in Anhui Province:

　　In accordance with the relevant provisions of the Anhui Provincial HR and Social Security Department's "Notice on Issuing the Work Plan for Professional and Technical Personnel Qualification Examinations in 2018" (皖人社秘〔2018〕16号), the following matters concerning the 2018 pharmaceutical professional junior and intermediate professional technical qualification examination are hereby notified:

　　I. Examination Categories

　　The pharmaceutical professional junior and intermediate professional technical qualification examinations are divided into two categories: pharmacy and traditional Chinese medicine. The junior professional technical qualification examination adopts a non-rolling examination management mode, i.e., all subjects taken by candidates must be passed within one examination year; the intermediate professional technical qualification examination adopts a rolling examination management mode, i.e., passing four subjects within two consecutive examination years is considered qualified.

　　II. Application Requirements

　　(I) Basic Requirements

　　Uphold the Four Cardinal Principles, love the socialist motherland, abide by the law; earnestly implement the "Pharmaceutical Administration Law of the People's Republic of China" and relevant national laws and regulations on pharmaceuticals and medical devices, perform their duties, and adhere to professional ethics.

　　(II) Education and Qualification Requirements

　　1. Personnel participating in the pharmacist (traditional Chinese medicine pharmacist) qualification examination, in addition to meeting the above basic conditions, must also have a secondary specialized education in pharmacy and related majors (pharmacy, pharmaceutical preparation, clinical pharmacy, medicine, traditional Chinese medicine, chemistry, biotechnology, pharmaceutical engineering, pharmaceutical administration, pharmaceutical and medical device testing and inspection, traditional Chinese medicine cultivation and identification, medical devices, etc.). Nursing professionals working in non-medical institutions who are involved in pharmaceutical work can also apply for the examination (the same below).

　　2. Personnel participating in the pharmacist (traditional Chinese medicine pharmacist) qualification examination, in addition to meeting the above basic conditions, must also meet one of the following conditions:

　　(1) After obtaining a secondary specialized education in pharmacy and related majors, in-service personnel in public institutions must have held the position of pharmacist (traditional Chinese medicine pharmacist) for 5 years after obtaining the qualification; enterprise employees must have obtained the pharmacist (traditional Chinese medicine pharmacist) qualification for 5 years.

　　(2) After obtaining a junior college diploma in pharmacy and related majors, having been engaged in this profession for 3 years.

　　(3) After obtaining a bachelor's degree in pharmacy and related majors, having been engaged in this profession for 1 year.

　　3. Personnel participating in the chief pharmacist (chief traditional Chinese medicine pharmacist) qualification examination, in addition to meeting the above basic conditions, must also meet one of the following conditions:

　　(1) After obtaining a secondary specialized education in pharmacy and related majors, in-service personnel in public institutions must have held the position of pharmacist (traditional Chinese medicine pharmacist) for 7 years after obtaining the qualification; enterprise employees must have obtained the pharmacist (traditional Chinese medicine pharmacist) qualification for 7 years.

　　(2) After obtaining a junior college diploma in pharmacy and related majors, in-service personnel in public institutions must have held the position of pharmacist (traditional Chinese medicine pharmacist) for 6 years after obtaining the qualification; enterprise employees must have obtained the pharmacist (traditional Chinese medicine pharmacist) qualification for 6 years.

　　(3) After obtaining a bachelor's degree in pharmacy and related majors, in-service personnel in public institutions must have held the position of pharmacist (traditional Chinese medicine pharmacist) for 4 years after obtaining the qualification; enterprise employees must have obtained the pharmacist (traditional Chinese medicine pharmacist) qualification for 4 years.

　　(4) After obtaining a master's degree in pharmacy and related majors, having been engaged in this profession for 1 year.

　　(5) Obtaining a doctoral degree in pharmacy and related majors.

　　The deadline for the above-mentioned education and qualification requirements is July 31, 2018.

　　(III) The following persons are not eligible to apply for the pharmaceutical professional technical qualification examination:

　　1. Those who failed the annual assessment during the previous professional and technical position term;

　　2. Those who did not obtain the required continuing education credits during the previous professional and technical position term;

　　3. Those who are under administrative punishment and have not yet completed the punishment period;

　　4. Other situations that violate the relevant provisions of the Anhui Provincial HR and Social Security Department and the Anhui Provincial Food and Drug Administration.

　　(IV) Relevant Credit Requirements

　　In accordance with the relevant provisions of the Anhui Provincial HR and Social Security Department's "Notice on Implementing the Regulations on Continuing Education for Professional and Technical Personnel" (皖人社秘〔2016〕81号), obtain the corresponding continuing education credits. Those who have not completed the credits should promptly participate in online continuing education (Anhui Food and Drug Talent Network: www.ahfda.com). The deadline is July 31, 2018.

　　III. Registration Procedures and Time

　　The 2018 provincial pharmaceutical junior and intermediate professional technical qualification examination will still adopt the method of online registration and on-site confirmation. Candidates should go to the designated confirmation point in the city where their work unit is located to complete the on-site confirmation procedures (the setting of the confirmation points will be determined by the food and drug administration of each city). Candidates from central government units stationed in Anhui and provincial units in Hefei should go to the Hefei Food and Drug Administration to complete the on-site confirmation procedures.

　　(I) Online Registration

　　Time: May 2 to May 11.

　　Please follow the steps below:

　　1. Sign In to the "Anhui Food and Drug Talent Network" (www.ahfda.com) and click on the "Online Registration" for the provincial pharmaceutical junior and intermediate technical qualification examination to Enter the candidate registration main page.

　　2. Fill in personal information. Fill in the candidate's basic information on the "Fill in Personal Information" page. Items marked with "*" must be filled in, and the text content cannot exceed the limited number of characters. Candidates who have participated in the 2017 provincial pharmaceutical intermediate professional technical qualification examination and passed some subjects can roll over the scores of the passed subjects to 2018 and continue to apply for the remaining subjects of the intermediate qualification examination in 2018.

　　3. Fill in the examination subjects. Select the category and subjects to apply for on the "Select Application Category and Subjects" page.

　　4. Upload electronic photos. The photo requirements are: recent bareheaded frontal two-inch (resolution: 60 pixels/inch, width: 295 pixels × height: 413 pixels) ID photo, jpg format, size less than 100Kb.

　　The provincial Food and Drug Administration will review the electronic photos submitted by the candidates. Candidates can check whether the submitted photos are qualified on the third day after online registration. For unqualified photos, candidates should resubmit them according to the requirements.

　　5. Print the examination registration form. After the photo review is qualified, you can print the "2018 Anhui Provincial Pharmaceutical Junior and Intermediate Technical Qualification Examination Registration Form" and integrity commitment letter online. Double-sided printing is required.

　　6. For those who have difficulty with the online registration process, please bring your electronic photo and go through the registration process with the assistance of the Food and Drug Administration of your city. The accuracy of the information is the responsibility of the examinee.

　　(II) On-site Confirmation

　　Examinees should bring relevant materials to the designated location of the Food and Drug Administration of their city from May 14th to May 17th for on-site confirmation and joint qualification review by the Food and Drug Administration and the HR and Social Security Bureau of their city. Applications will no longer be accepted after the deadline (the specific time and location of the on-site review in each city will be determined by the Food and Drug Administration of each city). Examination fees will be paid on-site after the review is passed. Those found to be unqualified during the review will have their applications canceled; those who falsify information will be dealt with seriously according to the relevant regulations. After on-site confirmation, examinees cannot change their applied major or subjects.

　　Materials to be submitted during on-site confirmation:

　　1. One copy of the "2018 Anhui Provincial Pharmacy Intermediate and Junior Technical Qualification Examination Application Form" (print the integrity commitment letter on the back and sign);

　　2. Original and copy of valid ID card (the original will be verified on-site and returned; the copy must be signed by the reviewer).

　　3. Original and copy of graduation certificate (the original will be verified on-site and returned; the copy must be signed by the reviewer). Graduating students must bring a certificate of completion issued by the school and submit the original certificate to the Food and Drug Administration of their city for review before August 5th. Those who fail to provide the original certificate by the deadline will have their examination qualification canceled.

　　4. Original and copy of personal pharmacy professional technical qualification certificate and appointment certificate (excluding those applying for Pharmacist and Traditional Chinese Medicine Pharmacist; the original will be verified on-site and returned, and the copy must be signed by the reviewer).

　　5. Two recent identical two-inch bareheaded photos (must be consistent with the uploaded electronic photos).

　　IV. Examination Time and Method

　　The 2018 provincial pharmacy intermediate and junior technical qualification examination will be held from September 15th to 16th. The qualification examination will be entirely objective and answered using a 2B pencil on the answer sheet.

　　Examinees should log in to "Anhui Food and Drug Talent Network" from September 3rd to 14th to print their admission tickets and bring relevant documents to the designated location to take the examination. After December 31st, examinees can check their examination results on the Anhui Food and Drug Talent Network (www.ahfda.com).

　　V. Organization and Implementation of the Examination

　　Before May 31st, the Food and Drug Administrations of various cities will submit the approved examinee application forms, the "Anhui Provincial Pharmacy Intermediate and Junior Technical Qualification Examination Applicant Summary Table", and the "Anhui Provincial Pharmacy Intermediate and Junior Technical Qualification Examination Examination Guide Subscription Summary Table" to the Provincial Food and Drug Administration. The Provincial Food and Drug Administration and the Provincial HR and Social Security Department will jointly review the examinees' application materials.

　　VI. Examination Books

　　The examination books are the "Anhui Provincial Pharmacy Intermediate and Junior Professional Title Qualification Examination Guide" series (2017 edition), and examinees can purchase them during on-site confirmation if needed.

　　VII. Fee Standard

　　According to the provisions of document Wanjiafei [2012] No. 85 issued by the Provincial Price Bureau and the Provincial Finance Department, the pharmacy professional technical qualification examination fee will be collected by the Food and Drug Administration of each city at the time of on-site review at 50 yuan per subject. Receipts will be issued using uniformly printed Anhui Provincial Government non-tax revenue receipts and submitted in full to the provincial treasury. Expenses for examinee qualification review in various cities will be allocated from the departmental budget by the Provincial Food and Drug Administration based on the number of examinees in each city.

　　VIII. Notes

　　Examinees should bring black or blue ink pens (sign pens), 2B pencils, and erasers to the examination. They must Enter the examination room with their valid ID and admission ticket and are strictly prohibited from bringing communication tools to their seats.

　　The examination management work will be carried out in accordance with the original Anhui Provincial Personnel Department's "Anhui Provincial Personnel Examination Rules". The handling of those who falsify information or do not meet the specified application conditions and other examination violations will be carried out in accordance with the "Regulations on Handling Disciplinary Violations in Professional and Technical Personnel Qualification Examinations" (Ministry of HR and Social Security Order No. 31) of the Ministry of Human Resources and Social Security.

　　Various cities should strengthen publicity and promptly notify the broad pharmacy professionals of the subordinate pharmaceutical units about the examination. The HR and Social Security and Food and Drug Regulatory departments of various cities should strengthen leadership, close cooperation, strict review, and joint oversight to ensure the successful completion of the 2018 provincial pharmacy intermediate and junior professional technical personnel qualification examination registration and other work, ensuring that the examination work proceeds smoothly.
