Anhui Provincial Action Plan for Promoting the Revitalization and Development of Traditional Chinese Medicine (2022-2024)

To fully leverage the unique advantages of our province's TCM, known as "Hua Tuo in the north and Xin'an in the south," promote open cooperation at a higher starting point, higher level, and higher goal, coordinate the efforts of all parties, focus on solving prominent problems in key areas and important links, break down institutional and mechanism barriers that restrict high-quality development, promote the revitalization and development of TCM across the entire industrial chain, use new technologies and models such as big data, artificial intelligence, and biotechnology to empower TCM planting and breeding, production and processing, trade services, research and development, and talent cultivation, promote the modernization transformation of TCM, and strive to create a TCM comprehensive reform demonstration zone with coordinated policy mechanisms, scientific regulatory methods, innovative service models, and mutual promotion of industrial development and public health, accelerate the construction of a leading TCM province nationwide, and strive to be a pioneer in leading the development of TCM, this action plan is formulated.
I. Overall Goal
It is hoped that through about 3 years of efforts, the province will basically establish a TCM service system with a sound network, complete functions, distinct characteristics, efficient governance, and full coverage of the entire population and life cycle; cultivate a number of TCM famous hospitals, doctors, and disciplines with significant national influence; and famous TCM enterprises and medicines; create more than 30 large TCM varieties with an output value exceeding 100 million yuan and more than 10 enterprises with a scale exceeding 1 billion yuan; the total output value of the province's TCM industry and TCM health service industry chain will reach 400 billion yuan; and the industry scale and competitiveness will Enter the first echelon nationwide.
II. Key Tasks

III. Safeguarding Measures
