Several Policy Measures to Accelerate the Characteristic Development of Traditional Chinese Medicine

 

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has placed TCM work in a prominent position, and TCM reform and development have achieved remarkable results. After the outbreak of the COVID-19 epidemic, TCM has fully participated in epidemic prevention and control and treatment, making important contributions. However, it must also be seen that TCM still faces problems to some extent, such as insufficient high-quality supply, insufficient talent pool, imperfect innovation system, and lack of prominent characteristics. We must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, fully implement the spirits of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of its 19th Central Committee, further implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Inheritance and Innovation Development of Traditional Chinese Medicine" and the deployment of the National Conference on Traditional Chinese Medicine, follow the laws of development of traditional Chinese medicine, carefully summarize the experience and practices of traditional Chinese medicine in preventing and treating COVID-19, solve existing problems, better play the characteristics and comparative advantages of traditional Chinese medicine, and promote the complementary and coordinated development of traditional Chinese medicine and Western medicine. To this end, the following policy measures are proposed. Therefore, the following policy measures are proposed.

 

I. Consolidate the foundation of TCM talents

(1) Improve the overall level of TCM education. Establish a TCM professional curriculum system with TCM courses as the main line and TCM before Western medicine, and add TCM epidemic disease courses. Support TCM colleges and universities in strengthening the selection and training of outstanding students with a profound foundation in traditional TCM culture and a love for TCM. Strengthen the cultivation of TCM thinking and TCM clinical skills training, and include them as the main content of student academic evaluation. Strengthensupport for TCM colleges and disciplines in the "Double First-Class" construction. Layout construction100about TCM first-class undergraduate programs. Promote the construction of high-level professional groups in TCM in higher vocational colleges. Strengthen the clinical teaching function of TCM in affiliated hospitals of universities. (2) Persist in developing TCM apprenticeship education. Increase multi-level apprenticeship education projects, expand the scope and number of masters and apprentices, and integrate apprenticeship education into the entire process of clinical practice teaching. Long-term adherence to promoting projects such as inheritance of academic experience of veteran TCM experts, training of excellent TCM clinical talents, and the establishment of inheritance studios. Performance-based wage distribution should be appropriately tilted towards TCM physicians who undertake the task of mentoring apprentices. In the national work of inheriting the academic experience of veteran TCM experts, according to the procedures, support qualified inheritors to use medical ancient texts instead of foreign languages as the equivalent academic qualifications application for TCM professional degree examination subjects. (3) Strengthen TCM talent evaluation and incentives. Encourage all localities to establish TCM talent evaluation and incentive mechanisms based on actual conditions. TCM expertise and medical ethics shall be used as the main evaluation standards for TCM talents, and the ability to treat diseases and treat them well shall be used as the main evaluation content for TCM physicians. II. Enhance the vitality of the TCM industry

(4) Optimize the review and approval management of TCM. Accelerate the reform of the review and approval mechanism for TCM, strengthen technical support capacity building, improve the technical guidance level and registration service capacity for TCM registration applications, strengthen inter-departmental horizontal coordination, and establish an effective mechanism for science and technology, medical, TCM and other departments to recommend qualified new TCM drugs to Enter the fast-track review and approval channel. Guided by the clinical needs of TCM, accelerate the transformation of achievements of major national science and technology projects. Coordinate internal and external technical evaluation forces, explore granting professional qualifications to third-party TCM research platforms, and undertake national-level TCM technical evaluation work. (5) Improve the classification registration management of TCM. Respect the laws of TCM R&D, improve the classification of TCM registration and application requirements. Optimize the review and approval of new TCM drugs with human use experience, and for qualified TCM innovative drugs, improved new TCM drugs, ancient classic famous prescriptions, and drugs with the same name and same prescription, study the management mechanism of exempting non-clinical safety research and some clinical trials in accordance with the law and regulations. Make full use of modern technical means such as data science to establish TCM theory, human use experience, clinical trialsa "three-in-one" evidence system for TCM registration review, and actively explore the establishment of a real-world research evidence system for TCM. Optimize the registration and approval of TCM compound preparations of ancient classic famous prescriptions. III. Enhance the driving force of TCM development

(6) Guarantee the implementation of government investment. As the main body of running public TCM hospitals, all levels of government should implement government investment policies for the basic construction, equipment procurement, development of key disciplines, and talent training of public TCM hospitals. Support the promotion of qualified public TCM hospital construction projects through local government special bonds and other channels. (7) Increase social investment from multiple sources. Encourage localities with conditions, strength, and willingness to take the lead in flexibly using local planning, land use, Price, insurance, and financing support policies to encourage and guide social investment, improve the competitiveness of TCM clinics, and create TCM health service highlands and discipline and industry agglomeration areas. Include qualified TCM clinics in the construction of medical consortia. Encourage qualified TCM clinics to form teams to carry out family doctor signing services and collect signing service fees according to regulations. Encourage streets and Communities to provide free clinic space for TCM clinics providing family doctor services. (8) Strengthen financing channel support. Actively support qualified Traditional Chinese Medicine (TCM) enterprises in listing financing and issuing corporate credit bonds. Encourage social capital to initiate and establish TCM industry investment funds, increasing the long-term investment in the TCM industry. Encourage governments at all levels to support financing guarantee institutions in increasing their guarantee of bank loans to TCM small and medium-sized enterprises in accordance with the law and regulations. Support credit service institutions in improving the collection and processing capabilities of TCM industry credit information, encourage financial institutions to innovate financial products, and support the characteristic development of TCM. IV. Improve the Integrated System of TCM and Western Medicine

(9) Innovate the integrated medical model of TCM and Western Medicine. Gradually promote in general hospitals, infectious disease hospitals, and specialized hospitalsthe integrated medical model of TCM and Western Medicine with "mechanisms, teams, measures, and effectiveness". Strengthen the configuration of TCM physicians in clinical departments, build integrated TCM and Western medicine teams, conduct combined TCM and Western medicine diagnosis and treatment, ""using TCM when appropriate, and Western medicine when appropriate"", and gradually establish a multidisciplinary diagnosis and treatment system for TCM and Western medicine. Encourage inter-departmental, inter-hospital, and intra-medical consortium cooperation between TCM and Western medicine. Incorporate the effectiveness of TCM and Western medicine integration into hospital grading evaluations and performance appraisals. (10) Improve the collaborative mechanism for the prevention and control of epidemic diseases with TCM and Western medicine. Personnel from the TCM system will participate in public health emergencies immediately, and TCM prevention and control measures will be fully integrated into emergency plans and technical programs. Establish a national talent pool for TCM response to major public health emergencies and epidemic disease prevention and control, build a national TCM epidemic disease prevention and control and emergency medical rescue team, and strengthen training in theoretical and technical methods for major infectious disease prevention and control and related modern medical technologies. (11) Improve the system for Western medicine practitioners to learn TCM.2021Starting from the undergraduate level, TCM courses will be listed as compulsory courses and graduation internship content for undergraduate clinical medicine majors, increasing course hours. Introduce compulsory courses on TCM fundamentals and appropriate techniques in the clinical medicine majors of higher vocational colleges. Allow clinical medicine students pursuing TCM degrees to participate in the combined TCM and Western medicine physician qualification examination and standardized training for TCM physicians. Pilot the nine-year integrated TCM and Western medicine education. Strengthen the construction of TCM departments in standardized training bases for clinical medicine residents, gradually increasing the training content of TCM knowledge and skills. Clinical, dental, and public health physicians receive necessary continuing education in TCM. Research and implement major projects for Western medicine practitioners to learn TCM, using10—15years to cultivate a considerable number of high-level integrated TCM and Western medicine talents and general practitioners capable of providing integrated TCM and Western medicine services. (12) Improve the clinical research level of integrated TCM and Western medicine. Carry out the construction of integrated TCM and Western medicine disciplines (specialties). Carry out joint research and development of major difficult and complicated diseases, infectious diseases, chronic diseases, etc., by TCM and Western medicine. Gradually establish evaluation standards for the clinical efficacy of integrated TCM and Western medicine, and select and form a catalog of advantageous diseases. Carry out pilot demonstrations, and strive to form5years to form100or so integrated TCM and Western medicine treatment plans. V. Implement Major Projects for the Development of TCM

(13) Implement the TCM characteristic talent cultivation project. By relying on existing resources and funding channels, using5—10years, select and commend300national medical masters and national famous TCM physicians, cultivate500Qi Huang scholars,3000outstanding TCM talents,10ten thousand backbone TCM talents, strengthen the responsibility of local and institutional training, and establish a funding mechanism for talent training shared by the central government, local governments, and institutions. Accelerate the development of TCM inheritance and innovation centers with strong clinical capabilities in TCM, a strong TCM cultural atmosphere, and optimized functional layout. Promote the expansion and balanced layout of high-quality TCM resources at the provincial and municipal levels, and construct TCM hospitals and departments with distinct characteristics in advantageous diseases. Relying on high-level TCM hospitals to build national TCM epidemic disease prevention and control bases, build a number of emergency medical rescue bases, and strengthen the construction of TCM hospital infection departments, pulmonology departments, fever clinics, convertible infectious disease wards, and convertible ICUs. Strengthen the construction of national science and technology innovation bases that serve the development of TCM technology equipment and the demonstration of achievements transformation and application. (16) Implement the Famous Doctor Hall Project. Relying on advantageous TCM medical institutions and teams, establish a number of Famous Doctor Hall practice platforms. For national medical masters, famous old TCM physicians, and Qi Huang scholars, etc., who enter the Famous Doctor Hall, implement a comprehensive policy of entrepreneurial support, Brand protection, independent practice, independent operation, independent training, and self-profit and loss, creating a number of high-quality TCM institutions operated by famous doctor teams. Relying on high-level research institutions, universities, TCM hospitals, and innovative TCM enterprises, build a batch of national-level TCM research and technological achievement incubation and transformation bases to solve major scientific and technological problems restricting the development of TCM, formulate a batch of TCM characteristic treatment plans, and transform a batch of advanced TCM equipment and new TCM drugs. Support TCM hospitals and enterprises, research institutions, and schools to strengthen cooperation and share resources to promote the market application of excellent research results. Explore the use of blockchain and other technologies to strengthen the collection and objective evaluation of TCM clinical effects. (18) Implement the Project to Enhance Authentic TCM Materials. Strengthen the construction of authentic medicinal material breeding and production bases. Formulate technical specifications for the harvesting, origin processing, ecological planting, wild cultivation, and simulated wild cultivation of TCM materials, promote standardized planting of TCM materials, and encourage the development of TCM material planting professional cooperatives and federations. Promote the construction of a batch of standardized, intensive, large-scale, and traceable modern TCM material logistics bases, and cultivate a batch of primary processing and warehousing logistics centers that meet the standards of the modern TCM material logistics system. Guide medical institutions, pharmaceutical enterprises, and TCM decoction piece factories to purchase TCM materials with quality Warranty and traceability. Reform systems and mechanisms, fully mobilize local enthusiasm, initiative, and creativity, make up for shortcomings, strengthen weaknesses, and leverage strengths to accelerate the establishment and improvement of TCM laws and regulations, development policies and measures, management systems, evaluation systems, and standards systems, improve the modernization level of the TCM governance system and governance capacity, and create3—5a vanguard of high-quality development of TCM industry. Develop "Internet+TCM trade" and provide visa convenience for personnel coming to China to receive TCM services. Coordinate the formulation of international traditional medicine standards and regulatory rules, and support international traditional medicine scientific and technological cooperation. VI. Improve the efficiency of TCM development

(21) Improve TCM service Price policies. Establish a TCM medical service health technology assessment system mainly based on clinical value and technical labor value, and optimize TCM medical service Price policies. Explore medical insurance payment methods that are in line with the characteristics of TCM, publish TCM advantage disease types, and encourage the implementation of the same disease, the same effect, and the same Price for TCM and Western medicine. General TCM diagnosis and treatment items will continue to be paid according to items. Encourage commercial insurance companies to launch TCM characteristic health insurance products and establish an information docking mechanism between insurance companies and TCM institutions. Support insurance companies and TCM institutions to cooperate in carrying out health management services. On the basis that the total amount of basic medical services in public TCM medical institutions meets the needs of the people and basic medical expenses remain stable, support them to provide non-basic medical services covered by commercial medical insurance. Explore conditional areas to relax the restrictions on the proportion of special medical services for public TCM medical institutions that have achieved good performance in public welfare services, allowing public TCM medical institutions to independently establish international medical departments within the policy scope, independently decide the amount, items, and Prices of international medical services, and use the surplus income mainly to improve employee treatment, strengthen specialty construction, and hospital construction and development. VII. Create a good environment for the development of TCM

(24) Strengthen the protection of TCM intellectual property rights. Formulate guidelines for the examination of invention patents in the TCM field, further improve the quality of patent examination in the TCM field, and promote international patent applications for TCM technologies. Improve the system for protecting TCM trade secrets, strengthen appropriate confidentiality, enhance the commercial value of confidential content, and strengthen international protection. Under the mechanism of geographical indication protection, do a good job in the protection and use of geographical indications for authentic medicinal materials. Explore the inclusion of TCM decoction pieces with unique processing methods into the scope of protection of TCM varieties. (26) Strengthen the dissemination of TCM culture. Effectively strengthen the publicity of TCM culture, making TCM a cultural consciousness of the masses for promoting health. Add a TCM special project in the project for inheriting and developing the excellent traditional Chinese culture. Strengthen the protection and inheritance of intangible cultural heritage of traditional medicine. Build a national TCM museum. Support the improvement of TCM ancient book protection conditions in a number of TCM colleges and research institutions, and improve the utilization ability. Implement TCM cultural dissemination actions, continuously carry out TCM cultural education in primary and secondary schools, and create TCM cultural dissemination platforms and high-quality products. Strengthen TCM inheritance and innovation, and integration of TCM and Western medicine, fully implement TCM participation in Healthy China initiatives, basic medical and health system construction, and the construction of high-quality and efficient medical and health service systems, tilting resources, policy mechanisms, and institutional arrangements toward TCM. TCM management departments should increase efforts in TCM standard setting, scientific research, talent cultivation, emergency treatment, and cultural promotion. Relevant departments should perform their respective duties and earnestly promote the implementation of various tasks. All regions should further strengthen the construction of TCM management institutions. Relevant localities may, based on their actual conditions, further improve policies and measures to support the development of ethnic minority medicine.
