Several Policy Measures to Accelerate the Characteristic Development of Traditional Chinese Medicine
Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has placed TCM work in a prominent position, and TCM reform and development have achieved remarkable results. After the outbreak of the COVID-19 epidemic, TCM has fully participated in epidemic prevention and control and treatment, making important contributions. However, it must also be seen that TCM still faces problems to some extent, such as insufficient high-quality supply, insufficient talent pool, imperfect innovation system, and lack of prominent characteristics. We must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, fully implement the spirits of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of its 19th Central Committee, further implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Inheritance and Innovation Development of Traditional Chinese Medicine" and the deployment of the National Conference on Traditional Chinese Medicine, follow the laws of development of traditional Chinese medicine, carefully summarize the experience and practices of traditional Chinese medicine in preventing and treating COVID-19, solve existing problems, better play the characteristics and comparative advantages of traditional Chinese medicine, and promote the complementary and coordinated development of traditional Chinese medicine and Western medicine. To this end, the following policy measures are proposed. Therefore, the following policy measures are proposed.
I. Consolidate the foundation of TCM talents
(1) Improve the overall level of TCM education. Establish a TCM professional curriculum system with TCM courses as the main line and TCM before Western medicine, and add TCM epidemic disease courses. Support TCM colleges and universities in strengthening the selection and training of outstanding students with a profound foundation in traditional TCM culture and a love for TCM. Strengthen the cultivation of TCM thinking and TCM clinical skills training, and include them as the main content of student academic evaluation. (2) Persist in developing TCM apprenticeship education. Increase multi-level apprenticeship education projects, expand the scope and number of masters and apprentices, and integrate apprenticeship education into the entire process of clinical practice teaching. Long-term adherence to promoting projects such as inheritance of academic experience of veteran TCM experts, training of excellent TCM clinical talents, and the establishment of inheritance studios. Performance-based wage distribution should be appropriately tilted towards TCM physicians who undertake the task of mentoring apprentices. Optimize the review and approval of new TCM drugs with human use experience, and for qualified TCM innovative drugs, improved new TCM drugs, ancient classic famous prescriptions, and drugs with the same name and same prescription, study the management mechanism of exempting non-clinical safety research and some clinical trials in accordance with the law and regulations. Make full use of modern technical means such as data science to establish TCM theory, human use experience, clinical trialsa "three-in-one" evidence system for TCM registration review, and actively explore the establishment of a real-world research evidence system for TCM. III. Enhance the driving force of TCM development
(6) Guarantee the implementation of government investment. As the main body of running public TCM hospitals, all levels of government should implement government investment policies for the basic construction, equipment procurement, development of key disciplines, and talent training of public TCM hospitals. Support the promotion of qualified public TCM hospital construction projects through local government special bonds and other channels. (7) Increase social investment from multiple sources. Encourage governments at all levels to support financing guarantee institutions in increasing their guarantee of bank loans to TCM small and medium-sized enterprises in accordance with the law and regulations. Support credit service institutions in improving the collection and processing capabilities of TCM industry credit information, encourage financial institutions to innovate financial products, and support the characteristic development of TCM. IV. Improve the Integrated System of TCM and Western Medicine
(9) Innovate the integrated medical model of TCM and Western Medicine. Gradually promote in general hospitals, infectious disease hospitals, and specialized hospitalsthe integrated medical model of TCM and Western Medicine with "mechanisms, teams, measures, and effectiveness". (10) Improve the collaborative mechanism for the prevention and control of epidemic diseases with TCM and Western medicine. Personnel from the TCM system will participate in public health emergencies immediately, and TCM prevention and control measures will be fully integrated into emergency plans and technical programs. Establish a national talent pool for TCM response to major public health emergencies and epidemic disease prevention and control, build a national TCM epidemic disease prevention and control and emergency medical rescue team, and strengthen training in theoretical and technical methods for major infectious disease prevention and control and related modern medical technologies. V. Implement Major Projects for the Development of TCM
(13) Implement the TCM characteristic talent cultivation project. Formulate technical specifications for the harvesting, origin processing, ecological planting, wild cultivation, and simulated wild cultivation of TCM materials, promote standardized planting of TCM materials, and encourage the development of TCM material planting professional cooperatives and federations. Promote the construction of a batch of standardized, intensive, large-scale, and traceable modern TCM material logistics bases, and cultivate a batch of primary processing and warehousing logistics centers that meet the standards of the modern TCM material logistics system. VI. Improve the efficiency of TCM development
(21) Improve TCM service Price policies. Explore conditional areas to relax the restrictions on the proportion of special medical services for public TCM medical institutions that have achieved good performance in public welfare services, allowing public TCM medical institutions to independently establish international medical departments within the policy scope, independently decide the amount, items, and Prices of international medical services, and use the surplus income mainly to improve employee treatment, strengthen specialty construction, and hospital construction and development. VII. Create a good environment for the development of TCM
(24) Strengthen the protection of TCM intellectual property rights. Improve the system for protecting TCM trade secrets, strengthen appropriate confidentiality, enhance the commercial value of confidential content, and strengthen international protection. Under the mechanism of geographical indication protection, do a good job in the protection and use of geographical indications for authentic medicinal materials. Strengthen the protection and inheritance of intangible cultural heritage of traditional medicine. Build a national TCM museum. Support the improvement of TCM ancient book protection conditions in a number of TCM colleges and research institutions, and improve the utilization ability.
